Chinese Government Scholarship for Outstanding Self-financed Students Studying Abroad

Chapter 1: General provisions
Article 1: Under approval by Ministry of Education, China Scholarship Council (hereinafter referred to as CSC) sets up the “Chinese Government Scholarship for Outstanding Self-financed Students Studying Abroad”, for the purpose of encouraging outstanding self-financed students studying abroad to achieve sound performance in study and return to contribute to China in various forms.
Article 2: Evaluation and approval of Chinese Government Scholarship for Outstanding Self-financed Students Studying Abroad shall be based on “Impartiality, Fairness, and Justice” principles.
Chapter 2: Scholarship recipients
Article 3: The scholarship recipients herein refer to self-financed students below 40-year-old, who hold PRC passports and are attending doctorial programs lasting more than one year in foreign countries.
Article 4: CSC shall not award the scholarship to the same recipient twice.
Chapter 3: Application and review procedures
Article 5: Eligible applicants shall apply and submit the application documents to Education Office (Group) of local Chinese embassy (consulate) during the period from Sep. 1 to Oct. 31 every year.
Article 6: Education Office (Group) of local Chinese embassy (consulate) will proceed to qualification examination and initial review of the application documents.
Article 7: Education Office (Group) of local Chinese embassy (consulate) shall post the candidate list on its official site for 10 days, which is open for deliberate inputs from stakeholders. The shortlist and associated recommendation documents shall be submitted to CSC before Dec. 20 every year.
Article 8: The expert panel appointed by CSC shall make the decision based on recommendation documents, and post the recipient list on CSC website for the 2nd-round of public deliberation.
Article 9: CSC shall report the results to Ministry of Education, and notify the Education Office (Group) of the concerning Chinese embassy (consulate) of the results upon final approval.
Chapter 4: Scholarship amount and payment
Article 10: The scholarship, $5,000 per winner, shall be awarded annually.
Article 11: Education Office (Group) of local Chinese embassy (consulate) shall convert the scholarship into the host country currency based on the current exchange rate, and launch the scholarship awarding ceremony.
Chapter 5: Other provisions
Article 12: If the winners are willing to return to work in China after being awarded doctorate, the Education Office (Group) of local Chinese embassy (consulate) shall offer assistance by submitting recommendations to target organizations and help them seek for job opportunities.
Article 13: As to winners who cannot return to China due to various reasons, Education Office (Group) of local Chinese embassy (consulate) shall keep contact with them, continue to care for their life and work, and encourage them to make contributions to China in various forms.
Article 14: The right of interpretation of these provisions shall be vested in CSC.
