The Tempus programme allows universities in a number of countries in Eastern Europe,Central Asia, the Western Balkans and the Mediterranean region to establish partnerships with institutions in the European Union as a means to help them restructure their higher education systems. The programme allows universities to offer scholarships for student exchanges within these partnerships.
