The Orange Tulip Scholarship Programme (OTS) was launched by CSCSE-Neso China in 2008. It aims to create opportunities for talented Chinese students to study in the Netherlands in an economical way and make the Dutch higher education accessible to more Chinese students. Concerning the establishment of the OTS programme, Neso China collaborates closely with the Dutch Embassy, especially the economics department and has received strong support not only from Dutch higher education institutions, but also from the China-based Dutch companies.
Compared with other scholarships offered by Dutch organizations, the OTS programme is a special one, only open to Chinese qualified students. For the academic year 2009/2010, the overall value of the OTS programme amounts to around 4,000,000 RMB. 40-50 excellent Chinese students can benefit from the programme and obtain a master’s degree (or above) in Dutch universities, financed by OTS sponsors.

橙色郁金香奖学金项目由荷兰高等教育国际交流协会中国办公室(Neso China)于2008年初创立，旨在为优秀的中国学生创造更多的低成本留学荷兰的机会，同时进一步在中国学生中推广荷兰高等教育。在奖学金项目的创办过程中，Neso China与荷兰王国驻中国大使馆经济部紧密合作，亦得到了荷兰高校和有中国业务的荷兰公司的大力支持。
与以往荷兰各大机构提供的奖学金相比，橙色郁金香奖学金是唯一一个专门针对中国申请者的奖学金项目，这一点使该项目显得尤为与众不同。在即将到来的2009/2010学年度，橙色郁金香奖学金的总计额度达到了约4,000,000人民币，能够资助40-50名优秀的中国学子远赴荷兰攻读硕士及硕士以上的高层次学位项目。
