The Orange Tulip Scholarship Programme (OTS) was launched by CSCSE-Nuffic Neso China in September 2008. It aims to create opportunities for talented Chinese students to study in the Netherlands and make the Dutch higher education accessible to more Chinese students. Concerning the establishment of the OTS programme, CSCSE-Nuffic Neso China collaborates closely with the Embassy of the Kingdom of the Netherlands, especially the economics department, and has received strong support not only from Dutch higher educational institutions, but also from China-based Dutch companies.
Compared with other scholarships offered by Dutch organizations, the OTS programme is a special one, only open to Chinese qualified students. For the academic year 2010-2011, the overall value of the OTS programme amounts to about 700,000 Euros (about 7 million Yuan). 60 excellent Chinese students can benefit from the programme and obtain a bachelor or master’s degree in recognized Dutch universities, financed by OTS sponsors.

荷兰橙色郁金香奖学金项目由中国留学服务中心-荷兰高等教育国际交流协会合作办公室(Neso China)于2008年9月创立，旨在为优秀的中国学生创造更多赴荷兰留学的机会。在本奖学金项目的创办过程中，Neso China与荷兰王国驻中国大使馆经济部紧密合作，亦得到了荷兰各大高校和荷兰在华公司的大力支持。
与以往荷兰各个机构提供的奖学金相比，橙色郁金香奖学金项目是目前唯一一个面向中国大陆申请者的项目，这一点使得该项目显得尤为与众不同。2010/2011学年，橙色郁金香奖学金的总金额约70万欧元(约700万人民币)，能够资助60名优秀的中国学子到荷兰攻读学士、硕士学位。
